Slayings down, but city tops U.S.

Although homicides are down more than 5 percent this year, Chicago still leads the country with 544 slayings, and the Police Department has hired a retired detective to review unsolved cases in hopes of raising the department's dismal 40 percent clearance rate.
Though the decline in homicides for 2003 could keep the total below 600 for the first time in more than a decade, Chicago is on pace to have more homicides than either New York or Los Angeles again, as it did in 2001.
Police officials hope Lt. Joe Murphy's review of open cases will lead to the arrests of killers who might still be on the street committing more murders.
So far this year, three out of every five homicides are unsolved, Chief of Detectives James Molloy said. Last year, the department solved 46.5 percent of the 648 homicides, according to department statistics. The department finished 2000 with a 40 percent clearance rate, at the time calling it the lowest rate ever.
