'Committee members openly aired their frustration with the Bush administration's slow progress in Iraq. Only about six per of the $25 billion of reconstruction money approved by the Congress last year ago has been spent.
CHUCK HAGEL: It's beyond pitiful, it's beyond embarrassing, it is now in the zone of dangerous.
JOHN SHOVELAN: Republican Senator Chuck Hagel says the administration is risking failure if it doesn't act with greater urgency.
The Bush administration has formally asked Congress for permission to transfer nearly $5 billion from Iraqi water, sewerage and electricity projects to pressing security, economic and electoral programs, an acknowledgment of the impact that the increasing violence has had on it's rebuilding effort.
CHUCK HEGEL: You are talking about re-programming $3.4 billion, taking $3.4 billion, most if for water and sewer and electricity out of those accounts and moving them mainly to accounts to enhance security.
Now, that does not add up in my opinion to a pretty picture, to a picture that shows that we're winning. But it does add up to this: an acknowledgment that we are in deep trouble.'
Howard and Bush have INCREASED instability, created conditions in which terror now flourishes, and made us all less safe.
But the most telling criticism is now coming from senior REPUBLICANS, who are starting to panic;
JOHN SHOVELAN: The criticism from the committee's most senior Republicans has extra sting because it's just seven weeks until the Presidential election. The Chairman of the committee Republican Richard Lugar attacked the administration for being dishonest about progress in Iraq.
