A 60-year-old woman who robbed a Tyler bank and fled police in her recreational vehicle Thursday was shot to death after pulling a toy gun that officers mistook for a real weapon during a standoff, a police spokesman said.

The problem is not one of guns but rather responsibility. The vast majority of gun owners are in fact responsible (at various levels). The biggest problem in the U.S. (in my opinion) is the fact that any attempt to quantify or legeslate a level of responsibility or even a code of conduct cranks the extreemists on both poles of the issue.
On the Ban guns side the idea of enforcing personal responsibilty is bad 'darn those fascists he didn't know it was wrong!' or 'the shooter is a victim too!' and on the other side is the not entirely paranoid belief (a lot paranoid but not entirely) that any set of rules is the start of a slippery slope leading to confiscation.
There should be really draconian laws punishing anyone who 1) is found in possession of a firearm illegally 2) knowingly provids a firearm to someone who can't get one legally 3) through negligance allows a firearm to be in possession of someone who can't get one legally.
BTW I agree with you about the OP 'point a gun at a cop, get shot'
