The problem is that Jefferson assumed that the majority which imposed its will and formulated policy, was *rational*.
That does not seem to be the case today. We dont see TV ads designed to argue policy in a coherent fashion, what we see is spin calcualated to have the greatest *emotional* effect.
We already see an epidemic of Athsma, Autism, ADD, ADHD, drug addiction, and many other forms of physcial, emotional, and intellectual dysfunction that are, to some extent, the physiological reaction of the developing child to contaminants in his environment and food.
Likewise there is a wide range of impairments which are not so severe as to rate diagnostic terms, but which nonetheless have a profound effect on the ability of individuals to think clearly.
Nevertheless, they vote. And as we see on USENET, they rant. and when I consider the rant ratio, I wonder about the demogoguery that results.
