United States: Losing the War on Terror
The Harder We Work, The Behinder We Get' By Bernard Adam Le Monde diplomatique April, 2004
'Many other analysts agree that US intervention has opened a new area for terrorists and given terrorist-inclined groups both in Iraq and elsewhere a new cause to fight for and increased their anti-US convictions. After the attacks in Madrid, the former European Union envoy to the Middle East who will be Spain’s new foreign minister, Miguel Angel Moratinos, said: 'The strategy followed by the US administration and by other Western countries has failed spectacularly.' He added that this unilateral policy of preventive war had led to 'chaos and disaster'. '

There have been three.
And between the two attacks on the WTC - almost 8 years went by without a terrorist attacks.
How were we doing then?
You mean like the Republicans did during the Clinton administration during wartime?

does the Oklahoma City bombing count?
Better.
I don't remember that much critizism to Clinton's military actions until after they fell appart. What people threw the biggest fit over was his attempt to ban guns and socialize health care.

Oh I think they have all right. The problem is Al Qaeda is fighting the fight in Iraq right now. That is getting all their attention. Now if they were smart (which I think they are) they would be planning a big attack here in the united states to forces us to bring troops home in order out of Iraq.
The reason they haven't could be:
1. The average Al Qaeda attack requires a year of planning recruiting and training before the execution. They are not ready yet.
2. The are scared shitless of George Bush. They along with the rest of the world, consider him a little mad, and as as some kind of a Cowboy, who will bomb the shit out of Syria, and Iran, at the least provocation. It is Al Qaeda's buddies in the Arab world that are holding them back until he is out of office.
