Easy - go up to Wal-Mart, and see how much canned beef stew costs per can! I think - particularly if bought by the case - you can find big-brand canned stew for under $1.48 per meal. Dammit, I ate some of my Y2K canned stew during a major power outage two years ago - and it was still just fine at least six years old. If I can eat it, so can inmates.
No $4 to park! No $6 admission!

Simple! I have found a good solution to the problem, give the inmate bread and water each meal for the entire prison sentence, it will save costs. Or make the inmate pay for his own meals.
