You don't quite understand the assault weapons ban. It was a farce, a boondoggle. There was little banning of any assault rifles or their parts, it was almost all cosmetic. I think what the original authors were attempting was to get the ban in place and then add some teeth to it.

Who would gamble for a vote he was already going to get (the NRA) against a vote he now may not get (police & law enforcement)?

The only problem with that theory is that uzis were banned in the USA before the scary looking gun ban and still are.
