How many ways are there that someone in Bush's position could have been placed on 'inactive status' Sept. 15 1973?
I know one way is by him being permanently disabled.
What's the only other way again???
If Bush had good years in 1973 and 1974, why wasn't he promoted to Captain?
Anyone with 4 good years would have been automatically promoted to Captain. Bush was never promoted.
